Preliminary assessments for ’07 street improvements

A preliminary assessment role for Gaylord’s 2007 street and utility improvement projects will be presented to the City Council at its meeting Wednesday (tonight). That meeting will be held in the City Hall council chambers beginning at 7:00 p.m.

Justin Black, of Short Elliot Hendrickson Inc. (SEH), presented proposed assessment rates to council members last month. According to his report, the assessments for Section 1 and Section 2 street/utility improvements are less than estimated due to favorable bids on those projects.

Property owners benefitting from 2007 street and utility improvements will be assessed on a per unit basis. According to the assessment policy for these projects, improvements are being assessed by treating one residential lot as one unit.

It is being proposed that property owners benefitting from complete street/utility improvements be assessed $9,196.00. That is more than $2,000 less than estimated, according to Black. Complete street/utility improvements would include street reconstruct, sanitary sewer main, water main, sanitary sewer service, water service and a storm water access charge.

Unless prepaid, a property owner’s assessment is placed on the tax roll and is spread out over 20 years, Black explained. Property owners can prepay (partial or full) 30 days after the assessment roll is adopted. After that time expires, interest begins to accrue on the assessment. That interest rate is estimated to be 6.5%.

The City Council, on Wednesday evening, will consider a resolution declaring cost to be assessed, ordering preparation of proposed assessment, and calling for a hearing on the proposed assessment. The City is scheduled to host a hearing and adopt the assessment role on Tuesday, October 9th.
